Assign studies to users privilege
It would be nice to be able to give a user rights to allocate studies to specific web users without the general rights to otherwise alter database.
Case in mind: We use Pacsone for teleradiology. One performing site has access to a 3 radiologists who report for them. They would like to be able to assign any of the radiologists the study without the others seeing it. This can be done back and forth, e.g study is allocated to radiologist 1, then 3, then 1 again etc.
A good addition would be to have an option that looks something like this: "allow this user to assign studies to the following web users:" This way, the user who has access to only certain studies which he can assign (e.g those from his department/facility) can only assign to radiologists signed up to report for the facility and not many other web users in the database.
As it is now, to allow user assign studies, you need to give them "Modify" privilege. This gives them sweeping powers on the system.

To assign an individual Dicom study to a specific web user is quite a manual process, and may not be scalable when there are hundreds of thousands of studies and thousands of web users. Besides, who has access to do such assignment, the owner (the web user with either the Referring Physician's Name or the Reading Physician's Name), or any user with the System Administration privilege enabled?

My Idea was to have a separate privilege check box, say "assign studies to web users". Here, the user only assigns studies already accessible to him as set up elsewhere in the system more or less like download privilege, user cannot download what he cant see.
To make this more practical, he then has a list of users he can select in the process of assigning the studies. This list of users is decided by admin.
Example:
There are 30 facilities in the database and 40 radiologists. Some radiologists report for more than one facility. Similarly, some facilities are covered by more than one radiologist.
Facility A has 3 radiologists reporting for them.
We have set the system such that technologist at facility selects radiologist when sending. The "Institution Name" attribute is coerced appropriately to give that radiologist access to the study on pacsone (which is running on the cloud).
Many times, this works well and they do not need to change anything.
However, occasionally, the first radiologist is unavailable and they now have to send to radiologist 2. In this case, the study must be resend from site so that the "Institution Name" is changed slightly (usually done automatically by adding a number at the end) to allow radiologist 2 see the study. Such a study is then no longer visible to radiologist 1.
The other option is to edit the study in PACSONE by changing institution name manually. However, technologist usually does not have "modify" privilege, so they have to call us.
So it would be easier if the technologist could simply log into pacsone, find the study and assign it to radiologist 2 (while removing it from radiologist 1)
The technologist in this case only sees the 3 radiologists that report for his site and not others on the system.

You just gave a great example and this feature seems feasible as long as the assigning web user does not have to select from all registered web users when assigning a Dicom study he/she owns. But the follow-up question is: how does the technologist know which 3 radiologists are doing the reports for the facility/site?

We run a company that provides Platform-Only Cloud based teleradiology services. We do not provide reporting services.
A performing site therefore identifies the radiologist(s) they would like to be connected (or requests us to suggest to them some radiologists already on the system). Other times, radiologists approach us to connect them to (their) other centres that are remote from their usual place of work.
So the facilities usually are aware of and in contact with (typically by phone) their reporting radiologists.
There are two common scenarios:
1. There is a primary radiologist for a given facility. He usually has an arrangement with one or more other radiologists. In the event that he is unavailable or overwhelmed, he requests the facility to send studies to the other radiologist already on the platform (usually after discussing with the radiologist in question). Alternatively, he simply informs the facility that he will not be able to report.The facility then decides which other radiologist at their disposal to send to.
2. There are a number of radiologists, say 2 signed up to report for a facility, each on different days of the week. In case the radiologist on duty that day is unavailable or overwhelmed, the facility can send to the other.
Most times, images are sent only once to the target radiologist who reports.
A few times, the facility sends a number of studies to one radiologist only to learn later that he is not able to report. Each of those studies then has to be re-send to the second radiologist from site. All images are re-send yet the only reason is to change the "Institution name" tag to a new one that will make studies visible to second radiologist.
To avoid duplicate reports, studies are usually only visible to one radiologist at a time.

Let's look at a more specific example:
Site A has 3 radiologists and the owner of a Dicom study wants to assign it to one of the radiologists. Let's say there're thousands of web users registered in the PacsOne Server database, so the question is: instead of presenting the entire list of all (thousands) registered web users for the owner to choose from, it's more preferable to present only those 3 radiologists associated with Site A? If so, how does PacsOne know which registered web users are associated with Site A?

As noted in the first post, we can have an option to "Allow User to assign studies to the following web users (or user groups)". That is the basic concept. It may be re-phrased in different ways e.g "Users Visible to this user" etc.
This may be done in the same manner as is currently the case with institution. There is a list of users each with a check-box so administrator simply selects the appropriate check boxes against the user being created/edited.
Admin sees all the users and selects the relevant ones by checking the check-box. When technologist selects a study and clicks a button, say "Assign to users" He only sees the users that were pre-selected by admin. An opposite function where the study is Unassigned would be a good addition.
In this case, the user representing facility will have access to all radiologists that report for the facility while the radiologists may probably not need to see one another nor the facility user.
In the case where there is a primary radiologist who is signed by facility to report, this particular radiologist may be allowed to assign a study to his friend to report when he is overwhelmed or call the facility and ask them to assign the study to his colleague.

Are you referring to the User Access Filter of Institution Name that can be defined by the Administrator? If so, then once the Administrator enables the Institution Name access filter for a web user, that user can immediately access any Dicom study with the matching Institution Name, so no additional assignment is necessary.

Problem is that the clients have to call us. The idea was the facility users and/or radiologists to do this themselves without involving admin.
However, for them to be able to change this access filters, they will need admin account. This will give them access to much more than is necessary.
I think this is not a critical feature and because it might be complex (and simplicity of Pacsone is one of its advantages) we probably don't need to implement it at this point. For us, we already have a working system that involves re-sending the studies from site to change institution name value or clients calling us to change the filters on web interface when necessary.
