PacsOne Server

We want to implement a more detailed permission management system using the mechanism of matching a Group_Description with the institution tag. It seems that the Group_Description and institution have to perfectly match to get view permissions for a private case. Is there way to get view access if the Group_Description matches only a substring? E.g., the user group "Developer" should get permissions to view a private case with the institution tag "Developer^Tester^Administrator"
