I would like to revisit dr. only lists.
From my point of view, I would like referring physicians to be able to login and view selected patients.
The system would be useful even in this limited fashion. A tech or radiologist could log into the system and flag a patient as being part of a group (neuro, ortho). Then, a outside physician could have a limited account which would view patients flagged only. So, ortho could log in and review patients flagged to belong to the ortho subgroup.

I'm drafting a User Admin page where a super-user ('root') can assign privileges separately for Viewing, Modifying, Forwarding local PacsOne images, and for Querying, Moving remote images.
One problem I'm trying to solve is how to determine which patients a user can see.
1. It's impossible to assign a list of patients for each user.
2. There has been suggestions to use the Referring Physician and/or Reading Physician of the Study information, i.e., a user can view the study only if the user profile matches with either the Referring Physician or Reading Physician. But the Referring/Reading Physician information are not always available and even if they're available, it's very limiting to allow only one matching user to access the study.
One possible solution I am thinking about is to assign a Private or Public tag for all patients. By default all patients are private, only users with Modify privilege (not necessarily 'root'???) can flag a patient as Public. Any user can view Public patients while only users with Private View privilege can see Private patients.
