Fatal error: Allowed memory size of 134217728 bytes exhausted (tried to allocate 811348061 bytes) in C:\Program Files\PacsOne\php\dicom.php on line 2471

It seems that the C-ECHO-RSP response returned from the remote AE is not valid. Did you try echoing the same remote AE from a 3rd-party Dicom application and see if you can get a successful response?
