Could this be the reinstall license problem again? Did you backup the license before (re)installing the PacsONE server? Please verify that you don't see license expired messages on your system (for linux I don't know where they put it, but for windows I believe it is in the log file as well as in the event log). This might also be the result of an empty database if I am correct.
