how does pacsone handle handle a study that is being resent. Does it write the images again, or just send a success to the calling ae and not rewrite the images?

PacsOne Server will update existing studies (re-write existing images) if they already exist in the database.

No, the existing images will be overwritten/updated by the newly received instances.
