discriminate between Delete and Modify privileges

In the user administration the Modify privilege can be assigned on a per user basis. As we understand it Delete is considered as Modify in this context. Is there a way to discriminate between Delete and Modify privileges?

Currently the Modify privilege is required before the web user can delete or modify anything stored in the PacsOne Server database.

... but that means that everyone that has the privilege to modify is able to delete the data as well?!
