Can other viewers be installed on the pacsone server and be used as the default viewer for remote Doctors login ? such as Medisurf or E-film.

Yes, Medisurf, eFilm, RadWorks can be use as stand-alone viewers for PacsOne Server, but they are installed on the client PCs (instead of on the PacsOne Server host), where they will query/retrieve images from PacsOne. You need to install these stand-alone viewers for each PC that needs to connect to PacsOne.

The Java applet viewers must be installed on the host where PacsOne is installed, as they are downloaded to the client browsers on the remote PCs and run from there. You only need to install these Java applet viewers once on the PacOne Server host, and any browser can run these viewers from any PC thereafter.
