According to the PacsOne log, the remote has aborted (A-ABORT) after sending in the first image, so you should check the log files of the remote application to find out why it's aborting.
In the meantime, you can also enable more verbose logging on PacsOne to find out more: Modify the following Registry value:
HKEY_LOCAL_MACHINE\Software\RainbowFish Software\PacsOne\{AETITLE}\LogLevel
change the default value "Information" to "Debug", and then restart PacsOne Server. Perform the same image transfer again, and this time PacsOne Server will log more information in the logfile, and possibly about any clues why the remote has aborted.

The cryptic message seems to suggest there was an error in the Group Length element of the C-STORE-RSP sent from PacsOne, but no other details were given.
You can check with GE about the meaning of this specific error code (400), and you can also try enabling more verbose logging by PacsOne to see if there's more information.
We can also send you a 3rd-party Dicom application (CTN's SIMPLE_STORAGE.exe or DCMTK's STORESCP) so that you can try receiving the same image using these 3rd-party applications, to see if the problem is common or specific to PacsOne. If you're interested in trying the 3rd-party tools, please send an email to: mailto:pacsone@pacsone.net.

PACONE expert help?
Me again,
Is there anyone in or close to Tennessee using Pacsone that might could provide some local assistance?

Everything looks fine from the log, as the image was received successfully by PacsOne and it was added to the PacsOne Server database.
The problem seems to be in the C-STORE-RSP status response sent from PacsOne to this scanner, where the scanner thinks there's something wrong in the response and aborted the connection. The image transfer was completed nevertheless.
Can you check with GE to see what exactly the error message means in the scanner log?
In the meantime, we may have to build a debug version of PacsOne to log the entire C-STORE-RSP message sent to the scanner. If you want to try this debug version of PacsOne Server, please send your contact information to mailto:pacsone@pacsone.net.
Thanks.

Similar issues with Philips Brilliance 6 scanner
Hi I am having intermittent issues with my scanner too- I see this is fixed with a upgrade, but is there a fix for version 3.1.8 without us having to upgrade?
Thanks
